Read "The Law that Never Was" about the "ratification" of the 16thAmendment. Documentation from ALL the states at the time CLEARLY SHOWS that significant wording changes were made before passage in some states (illegal), and enough irregularities existed that the Amendment CLEARLY did NOT pass a sufficient number of state houses for legitimate and Constitutional approval. That did NOT stop Philander Knox, Wilson's Sec. of State from declaring the measure "approved." Wilson desperately needed to be able to STEAL from everyone to pay for the debt obligations the new Federal Reserve inherently created with every dollar printed, and to pay for the war his friends over in Europe were just itching to justify the start of.
