When the feds scouted the guy at his local range, the guy was good on at 200 yds out every time. They gave him a shiny new gun and told him he would be doing his country a service by taking on this secret mission to kill the evil monster trying to take away everyone's democracy. They would cover him (the shooter) and assist with his escape into a new identity with millions of dollars to live out with. They forgot to factor in adrenaline rush in the calculus of this shooter's ability. And of course, there is no accounting for sheer dumb head turning in time luck. OOT
I read on another site that the SS counter-sniper(s) had the shooter in their sights but whoever was in charge would not give them the "green light".
