All so they can VOTE for more THEFT from the productive sector of society. ABOLISH ALL GOVERNMENT WELFARE (including business welfare). Allow ONLY voluntary charities. You'll see that labor shortage problem correct itself OVERNIGHT, and while the abuse will NOT stop entirely, those who must EARN the monies they have as a result of voluntary contributions, DO WHAT IT TAKES to earn and maintain the trust of their donors. Those who simply STEAL what they need (government) could care less.
